Recently, the Vietnam Competition and Consumer Authority has become aware of information and texts on the Internet regarding the fact that a number of organizations and individuals are enticing people to an electronic app called Limbic Arc or InfoBoosts. This app with the utilization of quantum energy technology, as introduced by these subjects, is a proactive healthcare technology of the new era offering many therapeutic effects, even for patients with Covid-19.
Besides the therapeutic uses, participants are also encouraged by those subjects to refer others and enjoy the multi-level commission.

The subjects who introduced the Limbic Arc electronic app on social networks show signs of exaggerating the therapeutic uses
Signs of multi-level marketing without legal certificates related to the Limbic Arc electronic app
Pursuant to the provisions of Decree No. 40/2018/ND-CP dated March 12, 2018 of the Government on the management of multi-level marketing activities, up to now, VCCA has not issued a certificate of registration for multi-level marketing activities to any enterprises or organizations named Limbic Arc or Infoboost as mentioned above.
Consequently, the aforementioned organizations and individuals are considered to show signs of multi-level marketing business without being granted a certificate of registration for multi-level activities which can be criminally handled with a penalty of up to 5 billion VND or 5 years in prison (pursuant to Article 217a of the 2015 Penal Code as amended in 2017).
Accordingly, VCCA would like to warn civilians:
- NOT TO participate in and refer others to participate in using products and apps with "word of mouth" therapeutic functions without a clear scientific basis to avoid harm to health and loss of opportunity for proper treatment.
- NOT TO participate in activities with signs of illegal multi-level marketing as mentioned above in order to minimize physical as well as legal risks and damages.
