Introduction

Vietnam Competition Commission is an agency established by the Government within the organizational system of the Ministry of Industry and Trade. It has legal personality, its own seal, and its own account, with its headquarters located in Hanoi.

The units under the Vietnam Competition Commission include: The Office; the Consumer Protection Board; the Standard Contract and General Trading Conditions Board; the Multi-level Marketing Business Management Board; the Competition Investigation Agency established with 3 departments; and the Information, Consulting, and Training Center.

Vietnam Competition Commission is an agency under the Ministry of Industry and Trade with the functions of conducting competition proceedings, controlling economic concentration, deciding on exemptions for prohibited anti-competitive agreements, resolving complaints against decisions on competition cases according to the law; and advising the Minister of Ministry of Industry and Trade on state management of competition, consumer rights protection, and management of multi-level marketing activities.

Promoting a Fair Competitive Environment

The operational criteria of the Commission are to establish and maintain a fair competitive environment with equal business opportunities for all enterprises in the market. We encourage and promote competition among businesses, thereby ensuring consumer rights, the development of science and technology, and social progress.

Protecting the rights of businesses and consumers against anti-competitive practices

The Commission is tasked with investigating cases related to activities that reduce, distort, and hinder competition in the market. Specifically, the Commission is responsible for organizing investigations into anti-competitive agreements, abuses of market power, and effectively controlling economic concentration activities. After completing the investigation, the Commission submits the investigation report and recommendations to the Competition Council or the competent authority for review and handling of the case.

Preventing unfair competition activities.

We also strive to limit and eliminate unfair competitive activities such as misleading indications, infringement of business secrets, defamation, or disruption of other businesses' operations, unfair competitive advertising and promotions, illegal multi-level marketing, etc., to guarantee the rights of businesses and consumers. In cases of unfair competition, the Commission has the authority to apply violation handling measures.

Protecting Consumer Rights

The Commission is responsible for assisting the Minister of Ministry of Industry and Trade in the unified state management of consumer rights protection. To fulfill this responsibility, we collaborate with relevant authorities and consumer protection organizations nationwide to ensure that the rights and interests of consumers are respected by manufacturers and suppliers of goods and services.
